- Provide support to public housing agencies to continue disaster recovery efforts from natural disasters including hurricanes and earthquakes both in terms of operational excellence and development opportunities
- Provide technical assistance to public housing agencies with Public Housing and Housing Choice Voucher issues
- Prepare various financing pro-forma models that can inform the strategic plan and ensure that on-going redevelopment continues to be financially feasible.
- Provide reviews and assist in preparing all documents related to mixed-finance projects, including demolition/disposition documents and subsidy layering reviews.
- Assist in developing and implementing CDBG Action Plans and mandated remediation actions to ensure timely delivery of projects and compliance activities consistent with HUD rules and regulations.
- Design and conduct staff training for public housing agency’s regarding new policies and procedures
- Analyze new HUD guidelines on the Housing Choice Voucher program and public housing programs and provide recommendations as well as overall program support
- Conduct on-site reviews of public housing and Section 8 operations
- Implement quarterly review process for accuracy of quality of work performed by contracts for public housing and third-party management
- Develop operational guidelines for supervisors of public housing authorities and deliver necessary trainings
- Conduct property reviews and assist public housing in understanding how to use data to address issues in their early stages
- Provide quality control reviews of documents, and budget submissions to be submitted to FEMA, HUD and other financing partners to ensure compliance with all rules, regulations, and applicable statutes.
- Review implementation of CARES Act waivers by the Housing Choice Voucher and public housing programs and provide recommendations for rolling back waivers
- Assist in the preparation and implementation of fully compliant developer procurement procedures and processes.
- Develop policies, procedures and training associated with restructuring of public housing agencies.
- Prepare and assist in the implementation of a strategy to facilitate the acquisition of Elderly units previously developed under the HOME Program.
- Provide technical assistance to public housing agencies with Public Housing and Housing Choice Voucher issues
- Prepare presentation materials for and on behalf of public housing agencies.
- Review public housing agency’s current asset management policies, procedures, practices, and improve reporting mechanisms
- Provide technical assistance, problem-solving, and analysis on public housing and Housing Choice Voucher operations
- Review existing public housing preventative maintenance plans and make recommendations for improving efficiency
- Refine templates for managers of public housing authorities to report and summarize performance for each property in their portfolio
